2D Monte-Carlo Potts kernel ALG-201 (dashboard mcalg = 201 / 201.0).

Variant of the 2D MC loop that accepts ``rsfso`` (second-order neighbour radius scale) from mcgs.simulate(rsfso=...). Invoked from mcgs.start_algo2d_without_hops.
